Capacity Building


An HRD schedule is drawn, which consists of the resources required, identification of training providers for specific technical training, and timing and nomination of trainee candidates from stakeholder organisation. The capacity building activity focuses on IT skill building at all levels of hierarchy and change management and communications skill building for officials involved in decision making. Capacity Building is much more than training and includes the following:

Human Resource Development The process of equipping individuals with the understanding, skills and access to information, knowledge and training that enables them to perform effectively.
Organizational Development The elaboration of management structures, processes and procedures, not only within Government but also the management of relationships between Government and public, private and community.
Framework Development Making legal and regulatory changes to enable officials at all levels and in all sectors of service delivery to enhance their capacities.
